Congressman Moore's Abuse of Franking Privilege?

In early May 2002 Congressman Dennis Moore sent out a mailing using his franking privilege that sure looked like a campaign mailing to me.  In early May 2004 Congressman Dennis Moore sent out a mailing (see below) using his franking privilege that sure looks like a campaign mailing to me.  Are two data points enough to say there is a pattern in his use (abuse?) of his franking privilege just before the election?  Is this a legitimate use, or blatant abuse, of his franking privilege?

In this May 2004 mailing I'm perplexed what Constitutional/Federal issues are being addressed by Congressman Moore?

Why does Moore address such mailings only to my wife instead of our household or family?  Is he only trying to target female voters since he knows only 1 in 5 registered male voters in Johnson County is a Democrat?
